Add an ocamlformat Makefile target. (#759)

* Add an ocamlformat Makefile target.

Make ocamlformat a dependence for Scilla.

This doesn't yet re-format all the sources to be rightly formatted.
That will be done in a subsequent PR.

* Fix ocamlformat dependency typo

* Apply suggestions from code review
