drop node 9 and 11 auto testing

- future auto-test strategy is to test in LTS releases only that are still
  in maintenance, or within the currently active development tree of Node
- This means node 8 is now not officially supported (though as far as I'm
  aware, there's no breakage there, we're not auto-testing anymore) as
  of January 2020, we'll continue to run tests on node 10 through
  Apr 2021, Node 12 through Oct 2021, and we'll start testing on Node 14
  just as soon as it enters active development, and we'll drop 13 at that
  time.
