Section retrieval API

- Basic section retrieval API: ?sections=id1,id2. The new parameter is left
  out of the API docs on purpose for now, until it is established that this is
  the API we want.

- Made saving of new versions more reliable by saving metadata before html,
  and making the save synchronous with the request. This means that a) html is
  only saved if the corresponding metadata made it to storage, and b) the user
  only gets a successful response if the save succeeded. Both of these
  together will make corruptions during backend trouble less likely.

- Cleaned up old 'latest' revision parameters from the logic & docs.

- Added a few tests for the new section retrieval functionality.
