Fix ref handling of useDimension and useBoundingClientRect hooks

Using refs as dependencies of `useEffect` hooks does not work since
the ref update does not cause re-evaluation of the hook.

Rewrite hooks to return callback instead that can be used as ref. That
way ref updates trigger measuring.
