Improve test efficiency (#1180)

* Move generated files for new location

* Update .gitignore

* Use generated instead of bin

* Add log_command define that does not update the file built tracking file

We use this for building the wheel and sdist. Updating the tracking file would cause the global files to be rebuilt the next time even though there is no need.
