Add coverage.SkipDirs.

I'm still not sure on the final design of coverage. Expect to be broken.

People who care about coverage often want per directory coverage level. Since
this project calculates indirect coverage by other packages, it potentially
include much more coverage than just running the package's unit tests via
"go test -cover". Both are slightly at odds.

Ideas include:
- Make the behavior of having global coverage tunable.
- Create per directory coverage expectation file including min/max coverage
  allowed for this package and potentially skip dir. I dislike it because it
  creates junk. On the other hand all this junk will be migrated to
  pre-commit-go.yml, which will become a maintenance nightmare at higher scale.
