Invalidate job directory manifest before kicking off job

Clients may see a stale view of files for a Genie job running in V3 mode if the following happens:

 - Job is sumbitted
 - Client starts asking for files right away (Kragle's behavior)
 - A manifest is created while the job is still in INIT state (setting up the job directory)

Because the manifest is cached, some files that should exist once the job starts running (for example, attachments) are not visible and return 404.

This change flushes the cached manifest from the cache right after completing job setup, this should ensure that all the "expected" files are visible once RUNNING state is reached.
