Commit Message

Add handler happy path unit tests

- Change the handler to operate on a mutable reference of state
- Implement a MockTransactionContext for interacting with state
- Add tests for creating each type of payload through the handler
  - These tests assert the handler returned an `Ok` and that state is updated
  - Tests also add associated structures needed to state through the handler
- Add helper functions to run tests, including protobuf and payload creators
