662 - fix the incorrect update of balances with chain events (#666)

* Handle outdated accounts and delegates checkpoint processing

 * when updating data from checkpoint references, first verifies that
   data on the db is not already more recent, by comparing stored block
   level
 * introduce better type alias in Node Operator definitions of paginated
   results

* Reformat all the things

* Make the progress log more visible to visual log scanning

* Address minor changes as per review
