test: Allow ArchitectureTest to function under maven

By default, maven builds all classpaths for compiled code relative to the target directory (i.e. where all code is built), while ant--really--has no default, so this project set ant to build all classpaths relative to the base directory.

This meant that jmri.ArchitectureTest always passed under maven (and did so fast), because ArchitectureTest only inspects classes in the directory `target/classes` under the classpath (not under the base directory).
