Ensured that cmdshelp.rst file is up to date

Details:

* There have been some occurrences of outdated versions of cmdshelp.rst
  being committed. This change updates the Makefile to better ensure
  that this does not happen. Specifically, the creation of the cmdshelp.rst
  file is now a byproduct of the 'test' target. Also, simplified the
  dependencies somewhat.
