Dev r34 set rewrite cc1101 reg (#744)

* Update 00_SIGNALduino.pm
- added cc1101 register
- remove old array ccregnames
- revised loop to new %cc1101_register
- preparation cc1101_reg
* Update 00_SIGNALduino.pm
- revised cc1101_reg to new format

* Moved code for set command cc1101_reg into cc1101 package and adapted test to name of command
Specified return values from command as they are now known

* Fixed error that only one register was processed and modified test to cover verify how last allowed registervalue is handeled

* test_sub_SIGNALduino_Set-definition.txt
added offset to test "set cc1101_reg 0D23 2E22"

* Test every entry if it consits of 4 hex digits and if the registers are valid ones
Adapted logmessage to subname
