BackCompat\Helper: add additional PHPCS cross version utility functions

This adds the following additional methods:
* `getCommandLineData()` - get PHPCS config data which can be overruled from the command line.
* `getTabWidth()` - get the applicable tab width to use.
* `ignoreAnnotations()` - check whether the PHPCS 3.x `--ignore-annotations` option is being used or not.

Includes minimal unit tests.

_The initial methods in this class were originally written by me for the external PHPCompatibility & WPCS standards._
