perf(epw): Refactor EPW extensions for faster load up time

Loading UTCI and SET to be properties on the EPW class was adding a lot of extra compile time to cases where people only needed ladybug and not ladybug_comfort. This refactor gets rid of this automatic extension upon load-up and effectively moves this epw-related functionality to classmethods that sit on the UTCI and PMV collection classes
