Commit Message

Add a rust-toolchain file to make cargo build smooth for new users

Running cargo +nightly build/test uses the last nightly version last installed
by the user, which might be too old to build this library.

I took the nightly version used in the last successful travisCI build.

The downside is having to update this file manually, if/when you update nightly
on your dev machine
