[interoperator] Remote Helm support (#775)

- Use helm3
- Add support for remote helm chart
- URL to tgz supported
- Use gotemplate to renders values.yaml
- content/contentEncoded must contain template to genarate values.yaml
- Make contents optional for helm templates
- Remove helm from status template
- Add unit tests
- Update helm version to v3.0.2
- Fix tests by incresing timeout
- Fix some intermittent travis failures for go tests
