nm activation: Do explicit activation

When a NM profile is in "activating" state, nmstate waits, giving
it a chance to finish and reach "activated" state. This approach
fails in some scenarios (e.g. waiting for a DHCP response that does
not arrive from a previous transaction) and therefore an explicit
activation should override any previous one which has not finished.

In the current flow, there is no option to differentiate between an
automatic activation occurring from the current transaction and one
that started from previous ones (or by the user from other
sources).

Integration test case added.
