Avoid rounding any MT calculated fields (#1509)

* Using eu_party_id() instead of costlier check

* Removing rounding from MT aggregations

* Adding mgmt command for updating MT calculated fields

* Fixing wrong condition

* Removing eu_party_id() as it actually adds no value

And breaks the tests, making it necessary to add a 'EU' party to some
fixtures.

* Also removing MT rounding from essencrit endpoint
