emit Error event and handle with OnError (#3073)

* Actually emit Error event
Change OnError to be replace plan
Add unit tests

* tweak unit test

* fix root unit test to not be platform sensitive

* update while(true) with very detailed comment about why we are doing a loop.

* fix bad casing in paths.

* kick the build
