Add ActionScope to support Goto commands (#3095)

* remove explicit resource id from test scripts

* goto works, ifCondition, SwitchCondition, Foreach work
added $schema to all test dialog files
fixed bad data in test.dialog files (AutoEndDialog instead of autoEndDialog)
added schema definitions for new actions

* added unit tests and fixes for breakloop and continueloop

* restore async awaits

* remove uneeded content files

* add copyright headers and comments to new classes

* fix bad merge
