Add assert_panics [ECR-3353]. (#1287)

* Add assert_panics function, similar to JUnit's assertThrows.

assert_panics() should be used instead of #[should_panic(expected = "Expected message")] in tests in case there is more than one way of panicking with the expected message.

* Put `assert_panics()` to the main code so that it is accessible to ITs.
