<a href="https://github.com/wikimedia/parsoid/commit/20c67701b">Allow uppercase language names; ignore bogus trailing content in langconv rules

BCP47 language names contain uppercase characters; these need to make it
through the parser.  (Seems like this must have been a regression at some
point, although perhaps the tests for this came in via a parserTests merge.)

Language converter rules often have trailing semicolons or other trailing
garbage; ignore this just like the legacy parser does.
