cli: add a command to write some statistics on number of submissions

* Add new CLI command `hepdata submissions write_stats_to_files`.
* Function "write_submissions_to_files" previously a private script.
* This produces two CSV files to be processed by Jupyter notebooks:
  https://github.com/HEPData/miscellaneous/tree/master/notebooks
