test: Add externalTrafficPolicy=Local test

This commit adds a test for externalTrafficPolicy=Local which checks
whether a source IP address of a client is preserved (not MASQ'd).

Also, we change the "testDS" container image to the "echoserver",
as the echoserver can return a client IP addr which is neede for
the test.
