Update FreeRADIUS parser to work with v3.0

Currently the FreeRADIUS parser does not work with newer configuration
files from freeRADIUS.
After updating the parser and rewriting some tests this should work for
now.

TODO: Some configuration elements are unsupported at the moment
(continuation, references)
