Fixed that the MOFCompiler can be created with handle=None

Details:

* The MOFCOmpiler class documents handle=None to compile without
  producing any output. However, this caused AssertionError exceptions
  to be raised. This change fixes that by defaulting handle=None to
  a MOFWBEMConnection object that is created without a connection.
  That provides the compiler with the necessary local repository
  to work against. (See issue #1998)
