Workaround for firefox bug which causes the content script that is registered in manifest.json to be run twice in parallel

* The datastructures that store information about tabs and frames have been rewritten, and now support keep tracking of multiple instances of the same content script, but it also makes the code easier to understand. This new implementation also has much better unit test coveragen.
* TabContentRPC and ContentRPC now support negotiating a unique identifier between them to make sure that messages arrive at the proper instance of a content script.
