asm,ir: fix handling of negative IDs in local, global and label identifiers

The test case `test/Assembler/block-labels.ll` is now passing.

Note, this commit also helped us clean up a lot of edge cases,
and in doing so, we now clearly separate between local identifiers
and type identifiers, even if they happen to share the same
prefix (%).
