Use "Publishing" instead of "Pending" and make sure to set it before publishing attempts

Publishing is used outside of the individiual repositories.
When an individual repository does its work, it changes the state "Published".
On exception, reset the state, if the state is still in "Publishing" to help prevent getting stuck in "Publishing".
