Allow escaped command lines (#2157)

* Add quiet to tests

* WIP

* Support command lines with strings in them in library mode

* WIP refactor

* Fix some bugs in the tokenize function

* Do not change safe_index

* Move new escaped functionality to new functions to avoid breaking old behavior.

* Add free_args function to public interface

* Expose escaped command lines in c interface

* Reduce wasted work in to_argv_escaped

* Update vowpalwabbit/parse_primitives.cc
