Cgmes conversion three windings transformer new API

The new ThreeWindingsTransformer API supports G and B, ratioTapChanger and phaseTapChanger in all legs. Only one tapChanger regulating is allowed. A warning is written if there are a ratioTapChanger and a phaseTapChanger on the leg.
