Merge pull request #706 from mkhon/fix-windows-maximize

Fixup for "Maximize" on Windows moving app window off the screen

In issue #663, Max wrote a description of the bug in GTK, so this is a workaround
for GTK's bug

Testing results

- notonymous wrote this doesn't fix the issue.
- LifeIsADeflatingVest can no longer reproduce
- The user draconianlord (on the forum) reported an improvement
with this build
