Refactor lpc40xx::Gpio

Cleans up the lpc40xx::Gpio implementation and makes it cross platform
with the lpc17xx. Removes the redundant lpc17xx Gpio code.

Also fixes issue with L1/inactive.hpp funcitons not being inline,
resulting in multiple definition linking errors.

Resolves #958
