Deprecate global events and "setup supported server" detection (#793)

* Move LSPViewEventListener, remove global_events from formatting.py

* Stop using global_events in completion and signature help

Also rename _documents member as it's publicly used,
fix lint error in formatting.py

* Make sure super class is initialized correctly in signature_help/completion

* Directly invoke DocumentHandler instead of global_events for document sync

* Remove "Detect and set up language server" feature

I have only seen the prompt show up in the status bar at unexpected times, unlikely it is a visible and helpful feature.

* Invoke activate_view and handle_view_closed directly from sync listener

* Old mypy - assert _manager exists
