React upgrades (#525)

* upgrades for react and babel versions, enable SI connector by default

* remove unused babel plugins

* remove unused mobx provider

* convert many traces components to functional components with hooks

* fix issues with observed mobx object

* update remaining traces subsystem components from lifecycle classes to functional components

* update tests, fix issues caused by universalSearch's componentWillReceiveProps
