Solve new mypy problem with attrs

Because:
Travis picks up a very recent version of mypy.

Traivs chooses to install mypy 0.740, which emits some extra errors
about using attrs. In specific, mypy complains of the keyword argument
cmp to attr.s constructor. However resolving this problem will require
updating attr.s to a higher version, which in turn will cause updating
several other dependent packages in the development environment. I
therefore chose to stick mypy to the lower version instead.
