[Core] Limited support for classpath scanning in SpringBoot jars (#1821)

Spring Boot provides an executable jar format that packages the
application and all dependencies into a self contained jar[1]. This
format doesn't follow regular jar layouts making it harder to scan.

Cucumber currently doesn't fully support this layout. Classes and 
resouces in `BOOT-INF/classes` can be scanned. Attempting to
scan jars located in `BOOT-INF/libs` will result in an error.

As a work around users can unpack their application before execution
or make the glue and features paths specific enough to only scan
classes and resources inside `BOOT-INF/classes`.
