Fixed crash when "gravity labels" is enabled (Fix #847)

The problem was found in Ray's scheme of constellations and crash was
caused by empty name for Serpens constellation. Now we check the name
before processing him for writing on the arc.

In additional for developers I've added new option devel/
check_loading_constellation_data to check loading data
