CI: Ensure policy test namespaces are <=63 characters long

Per-test namespaces were added to aid in isolating policy tests from one
another. This utilized the full gingko test name which includes the full
--focus argument. In CI, this is a short prefix but when running
specific single tests the namespace name grew too long. K8s enforces the
63 character limit to match DNS, where the namepace can occur as part of
a FQDN.
The namespaces are limited to 63 characters when too long by truncating
them and appending part of the MD5 of the full name. This should allow
enough uniqueness to avoid collisions while retaining as much of the
original name as possible.
