Initial implementation of language selection

MODIFIED:
>building_data.py
- fixed default_attribute questions to be json format
>views\__init__.py
- fixed the question selection checking order to first check if language is null, and then if it is supported language.
>views\  answer.py, question.py, previous.py
- Imported method for getting best matching language based on browser
- Fixed single and multiple questions to return a question string parsed by the best matching language.
>tests\test_api.py
- fixed language tags to 'fi'
