Enable kvm emulation in ci (#353)

* Enable KVM_EMULATION in CI

kubevirt-node-labeller pods are failing with
"Insufficient devices.kubevirt.io/kvm" in AWS clusters.

We need to set KVM_EMULATION to true in AWS CI.

* Add succint debugging info at the beginning of dump-state

dump-state is useful but is too verbose. It should display a list
of pods to provide a quick overview.
