get rid of CategoricalArrays (#157)

* get rid of CategoricalArrays

Depends on having a levels method defined in DataAPI, which it currently does
not.  Also, there were a few functions from Missings that snuck in because
CategoricalArrays reexports it.

* bump version to 0.6.6 and add DataAPI (compat=1.1)

* DataAPI doesn't export anything so we need to import levels

* use broadcast to hit optimized method for CategoricalArrays

* 0.6.6 was already tagged, so this would be 0.6.7

* actually do the broadcasting correctly

* restore fix that I clobbered trying to merge master
