task runner: use runtime.memory to avoid oversubscribing host memory (#268)

Translates runtime.memory to a Docker Swarm memory reservation (but not a memory limit, for the time being), limiting how many memory-intensive tasks will start concurrently.

Adds `--max-runtime-cpu` and `--max-runtime-memory` runner options to override the effective maximum values (which default to host CPUs and total memory). Some tidy-up of how these are passed through the runner functions.

Incidentally tweak the structured logging format to keep the messages on one line (except for exception stack traces in debug mode).
