Add AWS S3 Storage option + Process Status Store uses StorageAbstract (#451)

* Add S3 Storage Class.
Move FileStorage to own file.
Add write, url, location functions to StorageAbstract to help support status storage.
If enabled, storage of status file is done through StorageAbstract.
Add StorageBuilders to construct appropriate StorageAbstract derived object from server config.
Add S3 config.
Fix indentation in Service.py
Add mock to py27 tox.ini. Check for PY2 in test import of mock

* Refactor several class methods into functions

* Add documentation on S3 Storage.

Update default config. Fix flake8
