Extend participant route to enable direct lookup

A specific use case for this lookup is to enable any frontend component
to display leader information for people who are no longer leaders.

For example, if editing a very old trip where the leaders have since
had their ratings removed, it's helpful to have their IDs. With the
current (flawed) FE widget, we just *remove* those leaders, since they
can't be loaded.
