* wip

* implemented comments for supplier and ap comunication note: supplier makes comments and ap make coment and changes staus to changes required

* modified template in taxpayer detail to show comments in right and modified dynamic of commenting and requesting change as an AP

* modified styling in taxpayer details to fit the new style proposed

* added test for invalid forms and btn not appearing

* refactored taxpayer status strategy
