Commit Message

Add setBeginsAt accessor allowing beginsAt time modification.

In cases where frames cannot run concurrently, there can be a need to normalize and prevent overlaps. This can require modifying the begin time of a frame in a collection. The accessor will throw if its use is attempted after a frame has been started.
