runner: share thread pool with sub-workflow calls (#265)

Run tasks on a shared thread pool to enforce the requested limit on task concurrency.

Run sub-workflows on a second thread pool, so that they don't block threads meant for running tasks.

Send self-termination signal only once error has bubbled up to top-level workflow, to avoid race between the initial error and follow-on Terminated exceptions.
