OrchestrationEngine: add periodic DB connectivity check

During my stresstests in our QA landscape, I saw errors where keppel-api
would become unable to talk to Postgres, logging errors like

    write tcp $OWN_IP:12345->$POSTGRES_IP:5432: write: connection timed out

even though $POSTGRES_IP is reachable from $OWN_IP when I exec into the
container and run psql. I can only assume that the pq driver does not
reconnect properly. Since I don't want to go in the business of fixing
the pq driver, the OrchestrationEngine now checks every 5 seconds if SQL
queries still work, and otherwise kill the keppel-api process so that
k8s can restart it.
