records: correct rendering of signs of zero asymmetric errors

- https://doi.org/10.17182/hepdata.89408.v1/t1 has an error defined as:
  asymerror: {minus: 0.0, plus: -0.0}.  Probably an encoding mistake,
  but table should still render with the same sign as encoded.
